Go to
Payroll -> Calculations and Checks -> Log Hours
Instead of entering hours there is a section for 'Misc. Taxable/Non-Taxable' pay when logging hours.
If you plan to do this regularly go to
Admin -> Setup Payroll -> General Factors
and create a new 'Misc. Taxable/Non-Taxable' category. This will appear every time you log hours.
