Unconfirmed Orders and Quotes

Solution Unconfirmed orders should either be confirmed or cancelled within a short space of time. That being the case, it reserves the paper (but doesn't reduce inventory) when this happens. Quotes are not even prospective orders yet. A person may get multiple quotes, wait a month then only take one -- so nothing happens to committed for quotes until they become orders. An on-hold just means waiting -- on something -- but the order still stands. If it is permanantly on hold it should be deleted, not put on hold.

Again, committed does not reduce on-hand in inventory. It only says we have a request for this much inventory -- which will trigger replenishment, etc.
